Workshop Purpose: To assist HBCUs that attended the FY 2010 QEM HBCU-UP Proposal Development Workshop in November 2009, and submitted a proposal in the FY 2010 HBCU-UP competition, to either prepare for successful HBCU-UP project implementation or revise their proposals for re-submission in the FY 2011 HBCU-UP competition.
