On Friday and Saturday, October
19-20, 2007, the Quality Education for Minorities (QEM) Network
conducted a proposal development workshop at the Residence Inn
Capitol by Marriott in Washington, DC for institutions eligible
to submit planning or multi-year proposals in the FY 2008 NSF/HBCU-UP
(Historically Black Colleges and Universities Undergraduate Program)

HBCU-UP supports
comprehensive change in undergraduate STEM programs, including
curriculum development, faculty development, and student support.
Institutions that currently have five-year HBCU-UP implementation
awards and are in the fourth year of their award may wish to consider
attending this workshop.
QEM, through its HBCU-UP Technical Assistance Project, will cover
the expenses for two individuals from an eligible HBCU institution
to participate in this workshop provided one of the two individuals
is the institution's Chief Academic Officer who would be expected
to serve as the Principal Investigator of the institution’s proposed HBCU-UP project. The second representative should be a science, technology, engineering, or mathematics (STEM) faculty member who would serve as the HBCU-UP Project’s Co-Principal Investigator or Project Director. Other institutional representatives are welcome to participate; however, their travel and lodging costs must be at their institution’s expense. Workshop meals will be provided for all registered participants.

To provide each institution maximum feedback during the Workshop
from QEM consultants and staff, each institution, whether or not
QEM is covering the costs associated with the institution’s participation, is required to submit a project summary for the proposed project. The summary should be no more than one page in length. The one-page summary should be a self-contained description of the activity that would result if a proposal were funded. In addition to including a statement of objectives and methods to be used, the one-page summary must clearly and separately address both of NSF's two Merit Review Criteria: Intellectual Merit and Broader Impacts. The Foundation will return proposals without review that do not separately address the two criteria in the project summary. later than Friday, September 21. The FY 2008 HBCU-UP
Program Solicitation is not available at this time; however, the
current program solicitation (NSF 06-508) is at http://www.nsf.gov/pubs/2006/nsf06508/nsf06508.htm.
To include as many institutions as possible in the workshop and
to ensure maximum savings, QEM will arrange air travel and lodging
for representatives eligible to receive QEM support based on information
provided to QEM and upon receipt of the institution’s HBCU-UP Project Summary. Please submit the registration form by the appropriate deadline date listed below to let us know who will participate from your institution, whether or not your institution expects financial assistance from QEM.
• The Deadline Registration Date for QEM Air Travel Support is Friday, September 14.
• The Deadline Registration Date for other participants is Friday, September 21.
• The Deadline Date for receipt of the required Project Summary is Friday, September 21.
